dot & dab v plastering

got a single brick wall between utility room & garage ,the wall on utility side was dot& dab but always felt cold & damp so i removed it and found the wall was dry as a bone.would like to insulate it but only got 25mm because of door hinges so was thinking about plastering wall? or start to fix battens clear of hinges insulate with celotex then p.board ?

Best to avoid plastering a single skin wall which is cold on the other side - a big condensation risk

As PBD says really, but remember that the boards can be tapered in where the door hinges are, so you may be able to increase the thickness of the dry lining along the wall
