Well, my response was maybe a little miss-leading, the only way you can stop damp penetrating without apply something to the inside is with a membrane applied to the outside. This would involve excavating down to foundation level and applying a mebrane to the external face of the cellar walls which is likely to be impracticable to do so. Even if you were to go to all that effort/expense and you put a dpm down on the floor and cover with a screed of slab you will have a weak spot at the base of the walls where damp may penetrate. You could try an injection system but they're not very good if the damp problem is significant.
