Double glazed window frame wobbly

Hi

The complete frame is wobbling. On the outside all around the metal frame are cracks and if you push the frame it gives and moves making the crack bigger then flexes back, the crack us around the window rather than moving away from the frame. It's as if the frame has broken from it's seal whatever it is concrete/cement.

Is there a way of making good? Shall I just pit a layer of cement around cracks hoping this will stop the movement??

if it has openers can you see any fixing to the side ?
they tend to install the fixings through the frame and these are covered by the glass and openers
