Double Glazing being fitted now and I have a question

One window is has a 2 inch gap at the top inside . However because of the tiles on the outside, that end just above the window, you cannot see this (from the outside). They say cos of the trickle vent (which is in the frame) cannot be behind the tiles outside, the window has to finsh 2 inches short inside????

Really???

they intend to fill with some expaning form spray and white upvc plastic. So probably not, but from the inside it looks like the window is 2 inches too short, given the large white frame now. Outside looks fine.
