Double Glazing haze

On all of my windows which see the Sun during the day.
On some windows can be seen even if Sun not shining.
Worse when viewed from outside.
Glass is stamped Window Systems North Limited.
Is this haze, which I believe may be related to the 'Low E' coating, normal?
Could it have been avoided by using a different coating during manufacture?

Sounds like it's the low e coating and probably pilkington k which is a 'hard coat' low e glass, the soft coat versions of low e glass like pilkington k-s or saint gobain planitherm total plus are clear and don't suffer with the blue haze
