Double glazing windows stuck

Hello,
I'm looking to buy a property, it has 2 double glazing windows which haven't been opened in years. Both are very stiff. One opens with a lot of force and it creaks, when you do. The other doesn't open at all - I don't want want to force it. The handles turn 90 degrees but only if you force\jerk them.

Both handles have built in key locks.

What's the best way to fix this? Do I need new windows? Is it pricey to fix?

A window doctor type company would repair them by fitting new mechanisms, expect to pay couple hundred quid all in
