double panel radiator without back panel --> reflector?

After a winter of freezing in my bedroom, I have finally removed the grille from the top of my radiator to have a proper look. I get the impression that in order to save space, the people who fitted the radiator decided to take a standard double panel radiator and fit it without the back panel. I have attached a couple of photos for illustration. I can't imagine that this it how things are supposed to be done.

I know this is a difficult question to answer but would it be worth investing in something like this: https://heatkeeper.co.uk or should I just get a new radiator?

Change it for a P+, (type 21), rad in the same size. The pipes should pretty much line up and you will get much more output
