You don't need to have a permanent 240v (or 230v ) to it, the IEE regulations are a minimum requirement. There is nothing stopping you having all-pole isolation wherever you wish. The manufacturers instructions always over-rule the IEE regs anyhoo, so if they say you need DP isolation with 3mm gaps then that is what you need to do.
