Down draught on Chimney

Hi guys

Got a good customer who's having major problems with their open fire. They bought the house about 3 years, LARGE LARGE house, and the chimneys had anti-down draught cowls on each pot (2 chimneys, 1 pot each) first chimney is gas flue (no problems) 2nd open fire - room fills with smoke.

I poked the chimney down to check for any blockages, they had the chimney swept and didn't help. We installed a FlueCube cowl (£400) cowl that's supposed to guarantee performance, didn't help. 2nd option was then a spinning cowl and now only works if the wind is coming from the east.

They have now asked me to install an electric Extraction Fan (£1,000+) but after looking into things, and measuring etc, the chimney breast is about 1.5 / 2m BELOW the ridge line, and I'm thinking the wind is just swirling around this and blowing down the pot.

or would it be better to build the chimney above ridge level?
