My guess:
IP 44 from room side (ie to protect from shower steam etc)
IP20 from above ceiling side (ie little protection as you would hope no water in ceiling void)

Common sense?
One only has to think about what a down light is and how they are typically fitted.
Anyone else asking I'd have given an explanation, the same as SFK.
