I've no idea where it should drain toIf you were to sweep all that water out the way or similar is there anywhere obvious it used to drain to and has got clogged up? Or has it always flooded? Presumably if it doesn't get higher than the threshold it soaks into the ground opposite the RC kerb? What's underneath this floor - is it a floor you can walk under or what? What is the relevance of the red arrow - do you want to make a hole in that wall? Come on throw us a bone Keitai ....

I would be astounded if that was designed and built without a drain hole of some sort.

I suspect that the block is built on a hill (or at least a significant slope) and where the building is, is now a sudden drop rather than a slope.
If my suspicion above is correct, I wonder if this area was intended to slope just a bit downwards to the ground that is level with it. It may originally have sloped but have settled so that it no longer does so.
I would be tempted to dig out the soil that seems to have encroached on that area and maybe even dig a small trench in the ground. That, and cleaning the surface, may let the water run off and soak into the ground.
