Drip tray

Hi I need some advice,

We have a slate roof and you can see the blue membrane between it and the gutter. Our developer has instructed a roofer to fit a plastic drip tray thats about a foot wide in 4 foot long under the tiles to throw the rain water into the gutter. Should this be fitted under or over this blue membrane and when fitted should we be able to see the blue material.
