Drips on paint under window

We moved into our 2 bed mid-terrace (1900s) in August. We noticed some damp upstairs which looks to be due to a small gap in the render at the back and poor sealing of a window.

However, we have now noticed water drip marks below our living room window. There isn't rising damp, it looks like water trickling in from under the window sill.

Could this be condensation?

Our ventillation brick looks like it has been covered up...
 
It could be condensation... have you got any pictures so I can have a better look??
