I was told a rough price would be £70 per metre which at you area would work out to be £1260.

Not sure what you mean by cobble but concrete block paving starts at around 40/m for very basic block and design. Most end up around 50 round my way.
If you are talking about genuine cobbles thats a much more high end product and both materials and labour are much higher as they need to be layed on a lean concrete mix and pointing takes a long time.
