With your set temp at 60, a drop of 20 degrees will make the return temperature 40c which will achieve condensing.

Up to 65 degrees (with a 20 degrees drop) will result in a 45 degree return temperature which still will condense.
It all depends on your system but having the temp set no more than 70C is best.
Ok thanks will try and balance the radiators first does it make it harder to balance as its 8mm microbore pipe going to the radiatorsDon't worry about the boiler temperatures for now, just balance the system so that the radiators heat equally and after that you can check on the return temperatures.
