Drying a concrete floor for tiling

I am in the process of updating our bathroom and this includes moving from a laminate floor to a tiling floor. On removing the old flooring i noticed the concrete was quite damp, i put alot of this down to the fact I had a radiator leak the day before. Anyway, I have waited three days now for the floor to dry. However there are a few stubborn patches which refuse to dry (only a couple of inches across each).


What is the best way to dry a concrete floor completely? Also, I take i should wait for it to dry completely before tiling?
