Dual Flush cistern - sorting out the settings

New dual flush ceramica profile corner close coupled toilet. All joins etc sound and dry but cannot adjust settings to prevent very gradual rise in water level. Causes problems overnight and we've had two floods already - ruined the ceiling below. Can anyone give a step by step idiot guide to what I need to do to adjust the settings?

if the water has a gradual rise in water level, either the valve is not shutting fully or the float valve is set to high.

you shouldn't get any floods as the internal overflow should take the water away down the pan.
some you have to cut or slide down to get the right level.
