dulux weather shield masonary paint breaking down

Ive been asked to repaint a wall, it was painted properly with Dulux Weathershield Masonry paint about 8 years ago, the tin said it was good for 12 years. For the past 4 years or so the binder in the paint has broken down and the pigment has run down the wall and has stained the face brickwork below, it didn't notice so much to start but old photos do show it starting.
We've been told to seal the wall before repainting but the companies making the sealer say not to use their product as the binder has broken down, they will not guarantee their product. The wall is pebble dash, the coats of paint are sound on the wall but when you drag your hand over the wall your hand is white with pigment, I pressure washed it for painting and when doing the hand thing immediately on wet or dry washed wall the pigment comes off on your hand right away. its understandable why sealer companies say dont use our sealer. Has anybody had this same problem?
Dulux say its not their problem and blame the first coat not being sealed to the bare wall properly 20 years or so ago?

I would give it a coat of Dulux Trade Stablising solution then apply the masonry paint.
