Earth bonding in cloakroom ?

I would like to divide my existing utility room up to create a smaller utility room and a cloakroom.
Utility room contains gas boiler and the washing machine. Proposed cloakroom will contain a WC and wash hand basin. Plumbing in copper with mostly soldered joints but a couple of compression fittings thrown in too.
Do I need to provide earth bonding for the piping to the WC and WHB ?
Later on I may put a heated towel rail in there, running off the central heating. Again, do I need bonding to the towel rail ?
I can't get a definitive answer from niceic BS7671 sect 601 - can anybody on here give me a clue please ?

If it isn't a location containing a bathtub or shower basin then section 601 doesn't apply.
