Earthing a heating system

I've just moved into a property where a central heating system was retro fitted.
There is an earth wire running along the top of the skirting board from the radiator in the bathroom to the water supply to the cistern.

2 questions:

1) The wire is attached to a braided flexi tap connector at the cistern end. Does a braided flexi provide earth continuity?

2) As this wire is unsightly where it is, can I re-site/re-route it? Can it not be run from the heating flow pipe around the boiler to the mains cold water pipe supplying the (combi) boiler?
 
Sounds like you are talking about supplementary bonding.
I wouldn't trust a braided connection, it would be better on the solid copper on the supply side.
It may be possible to re route it yes, it should also connect to the protective conductor of any electrical circuits in the location such as lighting and electric shower.
Under certain conditions you may do away with it alltogether but please consult an electrician first.
