I am installing a new boiler and have been told it needs to be earthed. Where does it need connecting. If it is the gas pipe can i connect it at the meter? does it need connecting to the heating pipes and water main.

The water main and the gas main should each be bonded to the main earthing terminal (in or next to the fusebox) using (usually) 10mm earth cable. This should already be in place. The connections should be close to the gas meter and the water main stopcock, both on the consumer's side.
Once you have fitted your boiler, you need to cross bond the hot and cold water pipes and the flow and return heating pipes and any other copper pipes coming out of the boiler (overflow etc) to each other using earth clamps and 4mm cable.
Also you need to cross bond the hot and cold pipes under any sinks, unless they're fed in plastic.
The electrical part of the boiler is earthed through the CPC in the supply cable.

You do not need to do any of this. The boiler is a lump of metal, all of the pipes are connected together by a mounting plate and the boiler is earthed.
And even if it weren't there is still no need to bond boilers, or pipes under sinks except if supplementary bonding is required (eg in a bathroom without RCD protection).
