Easy fill showing through

I’ve filled, sanded, misted and done 2 coats of a decent Matt white emulsion. Some, but not all of the patches are showing through. Any ideas what I can try next? Thoughts so far:

1. more coats of emulsion
2. Primer (can I prime over the current top coat?)
3. Lining Paper then re paint
4. Give up and wait until I can afford to have someone skim it

What do you class as a decent emulsion?

Do you mean the texture is showing through? Or the colour?

Walls emulsioned with a roller have a sort of regular dimpled finish. New patches tend to look smooth. You can improve the appearance by stippling on unthinned paint.
