ECA Thermostatic Radiator Valve stays open

Don't forget that it has been exceptionally cold recently, so radiators are working flat out to get the house up to temperature. TRVs will stay fully open until the room reaches the set temperature.
Do you have only one ECA TRV? If not, have you tried swapping the head for that of another one?
If you set the valve to the lowest setting and leave it for an hour or so, is the rad still very hot?
