Economy 7 Timer reading

Hi all

I've just moved into a rented property that has economy 7 heating (night storage) along with an immersion hot water tank and a couple of panel heaters.

I took the meter readings and noticed the economy 7 timer but don't know how to read it. Photo below was taken at 11:30am - does anyone know what time the clock is reading in the picture please?

I'm wondering whether it is correct?

its about 3pm, so incorrect.

Excellent, thanks Andy. I wasn't sure if it was the metal piece pointing at 23:30.

Stupid question but, does this clock show that the discounted rate is between 19:00 and 05:00 (i.e. the "night" section) effectively meaning that (given the clock error) my cheaper rate starts at 16:30 and switches back to day time rate at 02:30?
