A 30 A fuse is never going to rupture at 32 A. I don‘t know the non-fusing current of rewirable fuses but surely it’s at least 1.2, i.e. 36 A. The non-fusing current is the current a fuse can withstand infinitely. The fusing current is the current, at which a fuse ruptures within one hour, 1.45 for B/C MCBs, higher for fuses. 1.8 for BS 3036 fuses if I remember correctly.
It’s still a poor design but as others said, the charger settings may offer options to limit the current.
