I was just after some clarification. In a domestic dwelling when having new windows installed should all the windows have egress hinges for windows that are side openers? Basically should the window pane not move inwards when opening the window?

You must not make a situation worse than it was before by fitting new windows, most old wood windows were side hung, to achieve the same effective opening size egress hinges are required but only to bedrooms or habitable rooms.
