Electric emersion warm water

Changed thermostat and heating element four times still only getting warm water, we have a pump attached to provide power shower. Before my husband ends up in a mental Hosp can someone help or give some ideas

persuming you have checked that the element is receiving power
Are you sure you are changing/fitting the correct element as sometimes there are two
where on the cylinder is the element fitted?
how long is the element?

A bit more info req
do you know what type of cylinder you have, its not a thermal store is it?
a picture may help
is it just the shower that's affected? what is the temp like from the hot taps?
how are you assertaining that there is power to the element?... multimeter?
what temp are you setting the stat at?
how is the emersion operated, just a switch on the wall?

when did it last work properly? what has happened since then? is the pump new? or the shower tap or a mixer?

how hot is the water at the taps?
