Possibly!

I guess the installer fitted the cooker outlet, because they always fit a cooker outlet, irrespective of the need for one.

No, I don't think there is a screw missing, I seem to recall these things look there should be another one, but there never is.

I think the clamp hooks on one side, and the screw holds it the other side.

Very cheap and nasty standards now.

Yes but the screw is usually on the opposite side to the restraining line... unless the fitter found a way to put the screw in the wrong side :whistle::rolleyes:
