Electric repairs and house Insurance

Some people tell me that electric repairs in your home have to be done by a qualify electrician because otherwise you may have liability problems when claiming your insurance due for example to a fire caused by a dodgy connection. Is this true? If yes, what is the extempt of this normative? do I need to call a qualify electrician to change a bulb?

On a site note, are you aware of the requirements to notify certain types of electricial works under the building regulations?
