And how do you propose to commission it with the power off ? Does that apply to ALL types of electric shower - I assume you believe it does as you use the word "invariably" ?

Not all - Mira (Advantage) uses a combination of no power and power on during the commissioning stage - Triton (T75 ) uses no power all the way through the commissioning.
But what BOTH do before commissioning commences is to ensure that the cover is on the shower itself.
