after removeing my emersion heater, the cable that supplied the boiler is now free, can i redirect this cable down to my kitchen to allow me to fit extra socket outlets.

Yes, but you are restriced to a floor area of 50m/sq. Also, the immersion would be usually protected by a 16amp MCB or 15amp fuse. Your radial circuit should be protected by a 20amp. (the lower rated 16amp will not cause ANY danger, but doesn't allow as much load as the correct breaker.

You should bear in mind that kitchens are electricity-thirsty areas. A 20amp radial may not cut-it if it is to feed many items.
