Just make sure that you keep your usage down for a couple of quarters after the new meter is fitted - then you can show that the old one was clearly over-reading even when it appeared to be OK 
I fhte supplier is 'difficult' about it, point out to them that there are strict rules on meter accuracy, and if they try and charge you for the 'excess' usage their faulty meter has clocked up then you'll consider reporting it as fraud.
