Emulsion on old plaster problem.

1965 property. Wall plaster is horrible chalky white stuff. It's sound in itself but very crude. I've rollered over it with Dulux emulsion, but find that this peels off in great rubber like sheets. It dried okay and looked okay, but there's no real bonding. So obviously have to take off and start again. I assume it's time for Zinsser, but which one?
 
I dustless sanded off old emulsion the best I could. 80% comes off then zinsser gardz to seal it.

You can buy a cheap orbital sander with 80 grade sanding disc then bodge on a vacuum to do the same.
Best sander is a 225mm for about £70 but smaller ones are about £30
