Properties do change, I looked at fathers-in-law, and my house next door but one to each other, and there was a marked difference, OK a few points due to an inoperative water solar panel array. Fact it had never worked from new was not taken into account.
But his triple glazing, had same rating as my double glazing, we all knew the problem, the upstairs bedrooms were set back from the living room downstairs, and there was a short bit of roof over the front of living room with no insulation fitted, but the EPC missed that fact.
