Expanding foam and ridge tiles

Hi, been keeping an eye on a bungalow near me that has a single story extension being built. The roof tiles are now on and visible under the ridge tiles and the tiles in the valley seems to be yellow expanding foam.

Is this a legit method ! . Seems odd to me ?

No, its a bodge intended to use less mortar.

The mortar used to face point this will be falling off before anyone can say "Ye-harr"

That's kinda what I thought. I will try and get a closer look ! Don't like seeing bodge jobs !
