Is expanding foam from a can detrimental to pvc t&e cables ??

no its not the only problem once you trim it back it acts like a sponge if using it externaly

No it doesn't, it forms a closed cell structure.

The chemical used in some expanding foams are destructive to the PVC insulation of cable.
