Expansion vessel ???

My grandson is in the process of buying a house and has come across this.

I'm assuming it's an expansion vessel, but what's it for? He says there used to be a water tank there.

Looks like a way of trying to circumvent the requirements of water regulations - which states that dead legs should be removed.
 
Yes, I thought there may be a dead leg there. However, the pipes are going to be reused as he's having a new bathroom installed after he completes the house purchase.
