Extention roof showing signs of degrading

Had a roofer in patching up a hole where a piece of masonry had come free. He thinks the problem is the lowest/inner layer of the roof degrading. Says the roof is watertight but will get more and more unsightly and will eventually need replaced. Says unwilling to quote for it as he thinks the degrading layer may be 5% asbestos.

Do I need a specialist roofer with an asbestos license, does it need totally removed and replaced or is it possible to reseal it?

Any rough estimates of likely costs and timescale would be much appreciated

The under cloak is delaminating.
I doubt at that age it's asbestos.

Try another roofer it's an easy job​
