I have had to run a new water supply pipe to my house so that I could incorporate a water filter. The pipework is 25mm alkathene and a few inches are exposed outside, above ground before it goes through the wall. What kind of lagging should I use for this outside pipework?
 
I don't know any Hungarian trade brands, and I don't know how cold it gets over there.

In UK you can get Armaflex which is quite durable, and we would use the Water Regulations grade for use in an unheated space, which is as thick as your arm.

All the insulation will do is to slow the heat loss, so it may take a day or two before it freezes solid, instead of an hour or two. You are better off draining outdoor pipework for the winter, or using trace heating, or moving it inside a heated building.
 
A day or two sounds good enough to me! Flowing water is less likely to freeze and during the day, water will be used regularly, so it is mainly just to stop it freezing overnight, when it can go down to -20 c. If I do still get problems I could use something like the heating bands they make for homebrew bins. It was a case of connect it the way I did or drill though concrete foundations a metre thick.
 
I have a cable coming through the garage floor slab, I drilled from close to the wall at a 45degree angle, so it comes out about 500mm down. It is easy to insulate the outside section.

If you can lay your hands on a very heavy SDS+ you could perhaps do something similar. In my limited experience the heavier tool vibrates less and the drill-tip more.

I don't know if you can go through concrete with a small drill and open it up to larger sizes.
