exterior vents in the kitchen

I have a vent in my kitchen that has been positioned within an old sandstone wall tenement building...

Does anyone know if i can close this up? It is about 300 x 200 and seems to have been put there for a reason when the flat was built over 100 years ago.

Is this vent necessary for anything or can it be boarded up? Does the sink need ventilation - is that what is is for?

Any help would be appreciated.
