Exterior wall needs repainting

Hi all.

The exterior of my extension has been painted a cream colour in the past and it's high time I repainted it. The pointing all looks fine but the paint on the wall is flaking off in large parts now and looks really ugly. (Pictures below).

I was going to just scrape off all of the old flaky paint and sand it down as smooth as I can and then paint but my questions are:
• is there anything else I would need to do before painting?
• the last picture shows the DPC and area underneath it which has been painted with some sort of black paint. Is this a specific type of paint I should use?

If that was mine id use peelaway and remove paint.
Clean bricks
Repoint if necessary
Dryseal bricks
 
Wire brush and clean.
Peelstop where needed
Paint.
