External Stoptap problem

Afternoon all,

I've a problem with a leaking external stoptap in our outside toilet. Ideally I want to turn it off at the tap, however if this isn't possible info on how to cut it off completely (the supply, not the pipe) would help.

To explain, the pipe comes out of the concrete floor (I think it's a lead pipe) about 30cm and has a stoptap on it, however this is very rusty so I can't turn it to stop the water supply. Feeding in to this pipe is the toilet water pipe which leads to the cistern. These pipes have become loose at join where the nut is and water is now leaking down this pipe at the join. Because it's so wet I don't know if I could loosen the tap with heat or any special oil. Any advice on what I can do is welcome.
