external wall crack, serious?

We moved into our new home last week. No issues with survey, it mentioned a couple of hairline cracks in plaster - nothing to worry about, and that the external wall would need some repair as some stone are weathered due to age. We noticed a crack in one of the stones on the exterior wall, unsure how we didn’t notice this before. Just wanting some advise if it is anything to worry about.

I would kill off those weeds then knock off the cement that has been put on and see what it is covering up. It looks like rain water has got in and frozen at some stage. Once you are happy with what ever is underneath then I would get some sort of sloping capping on the ledge part so that water runs off instead of pooling.
