My shoddy builder made a mess of my tilt and turn windows and didn't install external cills. Does anyone know if there is a product that can be installed as an external cills without having to take out the whole window to install the cill? Thanks

Blimey when did your builder fit these, 10 years ago? What's wrong with how it is?
Before you go spending money on tarting the window up have you tried peeling off the protective tape, it normally welds itself on if left out in the elements for too long.
Can only suggest using a pvc fascia capping board siliconed down but being careful not to block your drainage holes
