extra rad

want to put an extra towel rail rad on top floor of 3 storey house, only 15mm system up there supporting 3 small radiators. have been told might not get extra rad on, is this true? if so options either change to 22mm, or electric towel rad for bathroom

Are you saying that all of the pipework on that floor level is 15mm?
 
seems that way not got all floor up yet but 2 pipes coming up from down below 15
 
In terms of heat energy , 15mm can transfer enough to support three small rads and a towel warmer, but you might find that you need to rebalance the system to get enough flow.

Also, with 15mm pipe, the system will be more prone to blockages if it isn't kept clean and protected with a corrosion inhibitor, although not so likely on the top floor. The answer there is to ensure that preventative maintenance is carried out.

15mm pipe will provide about 4.2KW of heat. So it depends on the size of the 3 small radiators and the new towel rail.
