extra socket

I assume work like this requires a Part P.... I'm hoping to install a socket under the stairs into the consumer unit, I hope to place this on a separate fuse or an existing ring main (if the house has that) and wanted to check if this required a Part P.

Also the checks continuity checks that were mentioned before, I assume these can be performed on a standard multimeter.

Look on the Cffice of the Deputy Prime Minister for Rules on what is required under part P building regs.

No a multimeter will not adequatley test your addition.
It can only be used to measure continuity and voltage.
Insulation resistance, Earth Loop Impedance, RCD trip time etc. all require specialist equipment. Be safe call a professional
