Why doesn’t it have one?
The extractor fan is on the third floor
I might not, because there is a lot of noise in the vent when it is windy
If you can find someone with a long enough ladder who is willing/daft enough to do it then fit a cowling type cover if it doesn't already have one. You might also try getting a back draught shutter fitted which could be done internally. Any handy man should manage it.
I fitted a fan in third floor bathroom , used a length of string thru the hole to pull up outer grill and fixed with silicon thru the hole and cable ties to hold in position.
