Extractor fan vent duct making a noise all the time in the ceiling

If there is an extractor fan vent duct in a ceiling that is making a noise all the time, how can this be remedied?
 
Is it the fan motor causing the noise as you can modify the mount.

If the motor is off and there is no wind yet a plastic is making a noise I'd say it's not the pipe.
I'm puzzled TBH.

There is also a rumbling sound in the stairwell of the apartment building. It doesn't affect me, but I am curious to know what is causing it.

Could be the borrowers yodeling @Rotor888

I tried to yodel down an overflow pipe while my mate was on the toilet. Unfortunately it was his dad sat there being busy. I'm still stressed about that and it was 48 years ago..

It's common for inline extractors to rumble it they are a 125mm size connecting to a 100mm pipe. I've seen that when a reducer was used creating a back pressure.
