The extractor fan is not switched on.It it the fan motor causing the noise as you can modify the mount.

There could be a slight wind. I will soundproof the entire room. Then I don't need to work out what is causing the noise.@Rotor888
If the motor is off and there is no wind yet a plastic is making a noise I'd say it's not the pipe.

There is also a rumbling sound in the stairwell of the apartment building. It doesn't affect me, but I am curious to know what is causing it.@Rotor888

maybe it's the sound of the sea getting into the pipe and distorting the sound.@Rotor888
