extraneous conductive parts

I have two plastic qualpex pipes coming into a garden shed connected to metal taps in a non metallic sink. Are the taps extraneous conductive parts?

No not really. It is considered that 1 foot of 15mm plastic pipe has effectively isolated the two sides so earthing the taps would be like earthing the door handle.
